Project Description

On 10 March 2021, the State Government of Victoria entered into a Public Private Partnership (PPP) contract with Plenary Health (Project Co) to deliver the new Footscray Hospital (the Project).

The Project was procured and will be delivered as a PPP under the Partnerships Victoria Framework. Under this model Project Co is responsible for the design, construction, financing and provision of facilities management services to the new hospital and the delivery of commercial development complementary to the hospital functions.

The State Government of Victoria, via Western Health, will operate and deliver clinical services to the new hospital.

A new $1.5 billion hospital promised for Footscray will become a major health hub for Melbourne’s booming western suburbs population.

Our Involvement

ProSquared was engaged by Project Co to evaluate an extension of time claim by the SPV Contractor for delays caused by labour shortages resulting from Government directives on the COVID 19 pandemic. Our P6 Primavera subject matter experts assessed the critical path and delay analysis, and the impact on productivity and supply chain issues, because of the Victorian pandemic lockdown.

Our results were presented systematically in a project health check report.
