Project Description

The $11.1 billion North East Link Primary Package PPP (NELP) is the largest transport project in Victorian history and the largest PPP in Australian history. It will provide 6.5 kilometres of three-lane twin tunnels that will finally close the missing link in Melbourneā€™s freeway network.

North East Link Primary Package

NELP will improve connectivity between Melbourneā€™s Northeast, improving the efficiency of journeys and reducing reliance on local roads. NELP will deliver 26 kilometres of upgraded and new roadway connecting the Eastern Freeway and M80 Ring.

Our Involvement

ProSquared was part of the lenders technical advisory support to the ViaNova Consortium providing financiers with an objective assessment of the technical risks associated with the design, construction methodology and staging, program, commissioning and handover, including the ongoing operations and maintenance following handover of the works.

As Scheduling and Risk Analysis subject matter experts, ProSquaredā€™s scope included a review and advice in relation to the program, schedule quality, schedule risk and a probabilistic analysis for the design and construction of the twin tunnels, the new interchanges, freeway upgrades and paths for pedestrians and cyclists.

Our rigorous and unique risk-based methodology and independent schedule assessment supported the project bankability and assisted the financing parties interpret the key programming and time-based risks.

Our findings were presented in a short synthesis report. This ensured the key finance stakeholders were fully aware of where risk items existed in the project and their impact on the program.

We also identified areas that needed to be developed to reduce the schedule risks and add value to the project.
