Project Description

The NSW Department of Education (DoE) owns and operates public schools and related infrastructure in NSW. In 2017, the Government established School Infrastructure NSW (SINSW), within the DoE, to oversee the planning, supply, and maintenance of schools and to ensure that the public education system is one of the finest in the world.

Since late 2017, the NSW Government has invested more than $7 billion to deliver 119 new and upgraded schools. The 2021-22 NSW Budget increased the investment pipeline by an additional $7.9 billion over the next four years.

Schools Infrastructure NSW

In the recently announced 2022-23 NSW Budget, the NSW Government added 23 major capital works projects and additional minor works funding to the historic school building program. Families across New South Wales will benefit from this $1.6 billion investment in education infrastructure.

SINSW is progressing with a series of alternative delivery models to help maximise:

  • Precinct & community outcomes
  • Value returns
  • Shared infrastructure.

Our Involvement

ProSquared has been engaged to provide strategic advice on several sites in relation to market sounding,  delivery strategies and procurement / transaction processes to maximise the value opportunities whilst supporting industry innovation.

The scope includes:

  • Market sounding
  • Development delivery strategies
  • Procurement models
  • Commercial principles and advice
  • Planning alternatives
  • ROI, EOI and RFT documentation
  • Negotiation strategies.

Particular consideration has been given on the approach to subdivision within the Project Development Agreement (PDA) and how best to achieve value for money on medium term development returns.
