Project Description

The $3.6 billion Western Harbour Tunnel (WHT) will be the second road tunnel under Sydney Harbour, connecting the WestConnex Rozelle Interchange with the Warringah Freeway in North Sydney.

The integrated spine of the Sydney Harbour Tunnel and the Sydney Harbour Bridge is heavily congested and the new Western Harbour Tunnel will alleviate traffic congestion.

The Western Harbour Tunnel will be delivered through two packages.

Western Harbour Tunnel

The Southern Tunnelling Works package includes construction of approximately 1.7 kilometres of twin three-lane tunnels between Rozelle and Birchgrove.

The Northern Tunnelling Works package of approximately 4.8 kilometres includes construction of twin tunnels from Birchgrove, across Sydney Harbour via an Immersed Tube Tunnel and onto North Sydney, the marine work and all the tunnel fit-out.

Our Involvement

Working with other strategic advisors, we have developed the Procurement Strategy and the Commercial Principles for both packages (Design and Construct, and Incentivised Target Cost). We then undertook the transaction advisory and management role, working in a collaborative team.

The key tasks also included the development of the tendering documentation, including extensive contract, commercial and packaging options assessment, and the development of the procurement documentation, including evaluation material and associated approvals.
